NOTICE
REQUEST FOR PROPOSALS

The Thornton Development Authority (“TDA”), respectfully requests separate sealed Proposals for the 104th Avenue Redevelopment Project, Project No. 147-08R (“Project”). Proposals will be received on behalf of the TDA until 5:00 p.m., local time, October 1, 2008 in the office of the Contracts & Purchasing Manager, City of Thornton, 9500 Civic Center Drive,City Hall 2nd Floor, Thornton, Colorado 80229-4326. Requests for Proposals (“RFP”) containing the Proposal requirements are available by contacting Dennis Laurita, Contract Administrator, at 303-538-7649, or at: dennis.laurita@cityofthornton.net.

Project Description:

The TDA requests Proposals for the redevelopment of a site consisting of five (5) parcels within the 104th Avenue Redevelopment Project Site. The combined size of the five (5) parcels is approximately 15.64 acres (approximately 681,278 square feet). The site is located on the south side of 104th Avenue, between Grant and Washington Streets, one (1) block east of the interchange at I-25 and 104th Avenue, in Thornton, Colorado. Access to the site is from 104th Avenue, Grant Street, and Washington Street. The RFP includes a “plain language” description of the property, legal descriptions of the parcels, and a GIS map depicting the Project area. Additional properties in the area may be included in the Project at the redeveloper’s discretion and expense.

Late Proposals will not be accepted under any circumstances. Any Proposal(s) received after the scheduled deadline for submission will be returned to the proposing firm unopened. Sole responsibility rests with the proposing firm to see that their Proposal is received on time.

The TDA reserves the right to reject any and all Proposals, in part or in whole, and to award the Proposal to the most responsive and responsible firm(s) as deemed in the best interest of the City of Thornton and/or of the Thornton Development Authority; further, the right is reserved to waive any formalities or informalities contained in said Proposal(s).

A Pre-Proposal Conference to discuss the Project will be held on September 5, 2008 at 10:00 a.m. local time at Thornton City Hall, 1st Floor Training Room, 9500 Civic Center Drive, Thornton, Colorado, 80229. If possible, please hold all questions concerning the Request for Proposal until that time.
