Establish utility corridors in accordance with a Master Plan and in coordination with transportation and land use

Underground utilities when possible to minimize visual impact

Develop a long range plan for high-tech infrastructure

Leverage Thornton's water advantage

Transportation Guiding Principles:
Obtain future ROW consistent with long term plans

Create Welcoming Gateways (like 136th/I-25 or Church Ranch Road/US 36)

Cooperate with surrounding jurisdictions

Establish and maintain level of service

Minimize noise impacts on neighboring uses

Couple desired transportation modes with projected land uses

Balance aesthetics and function
